Dean of Financial and Administrative Services
Position Summary:
The Dean of Financial and Administrative Services shall perform the duties of chief financial officer as specified in conformity with policies established by the Alabama Community College System Board of Trustees. These duties are accomplished both by action and by delegation. The Dean of Financial and Administrative Services supervises and coordinates payroll, purchasing, accounting, budgeting, auxiliary services, business office operations, fleet management, and asset management. The Dean of Financial and Administrative Services works in cooperation with other college-wide administration and reports to the ACCS Regional Chief Financial Officer (Regional CFO) and President.
Salary Range: $100,936-$143,669
Essential Job Functions, Duties & Responsibilities:
- Provide executive oversight for the business office operations and serve as the primary financial manager of the College.
- Conduct financial management services in accordance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), and all other pertinent laws, rules, regulations, and policies.
- Inform the Regional CFO and President of all significant financial and business operation developments at the campuses, to include financial services objectives and strategies for the institutional planning process.
- Assist in the development and implementation of the institutional planning process.
- Assist the Regional CFO, President and other Executive Administrators with the formulation, monitoring, and administering of annual college services budgets based upon predetermined needs for the College.
- Ensure institutional expenditures are fiscally sound and in compliance with applicable laws, policies and procedures.
- Serves as a direct supervisor for the college’s business office.
- Serve on committees as assigned.
- Assist college personnel with securing and managing funding from state, federal, and private sources including government and industry grants and endowments.
- Maintain absolute confidentiality.
- Coordinate and maintain business office services including, but not limited to: budgeting, payroll, purchasing, accounting, property and inventory control, vending, financial records and travel.
- Provide cross-training opportunities to staff members, as appropriate, within the college’s business office.
- Support the negotiation, administration, and maintenance of college contracts, as they relate to the college business office, subject to the approval of the College President.
- Responsible for the management of all college revenue, including student tuition & fees.
- Responsible for the recommendation of investment of institutional funds for the President’s approval.
- Responsible for the coordination of financial services and business office personnel to support other college departments and services.
- Establish and maintain strategic relationships and partnerships with external stakeholders to promote the College and its programs, to include affiliation with appropriate state, regional, and national professional organizations.
- Maintain applicable financial, payroll, and asset, records and files as they related to the operation of the College.
- Responsible for ensuring that all college funds are accounted for and utilized in compliance withapplicable laws, policies, purchasing contracts, and grantor requirements.
- Review college purchasing for compliance with state and Federal purchasing policies.
- Management of the centralized receiving, distribution, and disposal of college supplies, equipment and property.
- Assist the Regional CFO and President’s office in preparing reports and policy statements required by the SACSCOC, Department of Education, ACHE, the Alabama Community College System, the Alabama Community College System Board of Trustees, and other external organizations and accreditation entities.
- Responsible for the development, implementation, and maintenance of the college’s fiscal procedures manual and other business office campus-wide procedures.
- Identify and make available for all business office staff to attend professional development opportunities to remain current with work responsibilities.
- Facilitate and participate in campus activities supporting college events as assigned
- Make available statistical information for the college including monthly budget-to-actual reports to College budget managers, standard financial reports, cost analysis, and payroll reports, as requested.
- Perform other duties as assigned by the Regional CFO and President.
- Master’s Degree in Business Administration or Accounting; or Bachelor’s Degree in Accounting from a regionally accredited institution; or a CPA.
- Ten years direct accounting experience.
- Experience as a supervisor.
- Experience at a two-year college.
- Experience in providing leadership for budget development and management.
- Knowledge and experience in fund accounting.
- Thorough knowledge of applicable laws, regulations, and procedures governing the receipt and expenditure of government funds.
- Ability to work well under pressure.
- Experience in the use of accounting applications.
- Excellent oral and written communication skills, including interpersonal skills
- Ability to work effectively with a diverse student, faculty, staff, alumni, and community population.
- Ability to coordinate and perform multiple tasks.

- Ability to operate standard business office machines (e.g. calculator, copier, fax machine, television, etc.)
- Valid driver’s license and ability to travel independently, including the ability to travel overnight.
